&lt;P class=first&gt;LAS VEGAS (AFP) - - The automobile's future is electronic and green, using alternate fuels and slick technology to protect both people and the environment, the head of the world's largest car company said Tuesday.&lt;/P&gt;&#xD;
&lt;P class=first&gt;General Motors chief executive Rick Wagoner's prediction came in an unprecedented address at the Consumer Electronics Show (CES).&lt;/P&gt;&#xD;
&lt;P&gt;He capped his presentation by unveiling a prototype Cadillac Provoq sedan powered by hydrogen and electricity from a lithium ion battery pack.&lt;/P&gt;&#xD;
&lt;P&gt;Wagoner promised that by 2012 half the car maker's US production line will be devoted to vehicles powered by "Flexfuel," environmentally friendly alternatives to oil-based fuels.&lt;/P&gt;&#xD;
&lt;P&gt;"The future of the auto is bright and increasingly electronic," Wagoner said in the first-ever CES speech by a car company executive.&lt;/P&gt;&#xD;
&lt;P&gt;"All the factors point to a convergence of the automotive and electronics industries that is literally transforming the automobile."&lt;/P&gt;&#xD;
&lt;P&gt;A major advancement on the horizon is getting cars to communicate with each other, according to Wagoner.&lt;/P&gt;&#xD;
&lt;P&gt;Cars will be able to receive signals from other vehicles and then use computerized controls to take actions such as slowing to avoid collisions.&lt;/P&gt;&#xD;
&lt;P&gt;"One of the next big steps is to connect automobiles electronically to keep them from connecting physically," Wagoner said. "We are working our way up the technology ladder."&lt;/P&gt;&#xD;
&lt;P&gt;New cars already contain more electronics than steel, a GM engineer said.&lt;/P&gt;&#xD;
&lt;P&gt;Existing mapping, satellite navigation, wireless communications, and spatial detection devices can be integrated to build a "robot car" smart enough to drive itself, he noted.&lt;/P&gt;&#xD;
&lt;P&gt;A Chevrolet Tahoe converted into a self-driving vehicle won the US defense department's Defense Advanced Research Projects Agency Urban Challenge by maneuvering through traffic on mock city streets in November.&lt;/P&gt;&#xD;
&lt;P&gt;Carnegie Mellon University students modified the SUV into an "autonomous vehicle" with backing from GM.&lt;/P&gt;&#xD;
&lt;P&gt;"Autonomous driving means that someday you could do your e-mail, eat breakfast, do your makeup, and watch a video while commuting to work," Wagoner said.&lt;/P&gt;&#xD;
&lt;P&gt;"In other words, you could do all the things you do now while commuting to work but do them safely."&lt;/P&gt;&#xD;
&lt;P&gt;GM's OnStar system in cars already automatically summons help in the event of crashes and pinpoints the locations of stolen vehicles.&lt;/P&gt;&#xD;
&lt;P&gt;System upgrades soon to be implemented include remotely forcing stolen cars to slow or stop when spotted by police to prevent thieves from racing away, according to GM.&lt;/P&gt;&#xD;
&lt;P&gt;OnStar improvements soon to be revealed include sending e-mail directions from computers to cars and using mobile telephones to lock doors, start engines, or honk to signal locations in parking lots, a GM engineer said.&lt;/P&gt;&#xD;
&lt;P&gt;In November, GM signed a deal to provide OnStar service in China.&lt;/P&gt;&#xD;
&lt;P&gt;Electronic innovations are vital to breaking the auto industry's oil dependency for the sake of the world's deteriorating climate and dwindling oil reserves, Wagoner said.&lt;/P&gt;&#xD;
&lt;P&gt;"The auto industry can no longer rely almost exclusively on oil," Wagoner said. "This is a global issue."&lt;/P&gt;&#xD;
&lt;P&gt;Approximately 270 million cars and trucks were sold worldwide in 2007 and analysts expect that figure to more than triple in the next few years due to demand in China and other growing economies in Asia.&lt;/P&gt;&#xD;

      <title>Muang Thai takes over Phatra Real Estate</title>

&lt;P&gt;Muang Thai Life Assurance is preparing to expand in the resort and hotel business after acquiring an 87% share of the residential developer Phatra Real Estate. &#xD;
&lt;P&gt;Muang Thai Life currently has two resorts and is building a third, all managed by Phatra Real Estate. &#xD;
&lt;P&gt;With registered capital of 4.83 billion baht, Phatra focuses on management for office buildings and housing estates and is developing the Belle Villa resorts in Chiang Mai and Mae Hong Son. &#xD;
&lt;P&gt;Muang Thai Life uses the resorts for its own purposes and to serve tourists, says president Sara Lamsam. ''In line with our policy, the resort business is a company facility while it also generates income for the group,'' he said. &#xD;
&lt;P&gt;During the low season, the resorts are used for the ''Muang Thai Smile Privilege'' programme, which stages monthly lifestyle activities for customers, brokers and staff. In the high season, the properties cater to general tourists to earn additional revenue. &#xD;
&lt;P&gt;Muang Thai is not the only life insurer with real estate interests. Thai Life Insurance also operates hotels and apartdhments in resort destinations through subsidiaries Rim Pae Development Co and Hotels and Resorts Co. It owns the Novotel Rim Pae Rayong hotel, C-One Mansion in Bangkok, the Novasamui Resort Koh Samui and other properties. &#xD;
&lt;P&gt;This year, Phatra Real Estate will launch a new single-house and resort development worth 200 million baht on a 20-rai site at Khao Yai. The 32 single houses, on lots of 110 to 126 square wah, will cost around seven million baht. &#xD;
&lt;P&gt;The Belle Villa Resort Khao Yai will have 44 rooms at 2,500 baht a night and one meeting room that can accommodate up to 140 guests. &#xD;
&lt;P&gt;''We see opportunity to grow in Khao Yai. It is now popular because it is convenient to travel from Bangkok and there are shopping centres on the way as well,'' said Luxaman Bunnag, the president of Phatra Real Estate. &#xD;
&lt;P&gt;Construction of the houses at the site, half of which have been sold, will be finished this month. The resort will be completed late this year. &#xD;
&lt;P&gt;Mr Luxaman expects that the Khao Yai resort will break even within eight years, with occupancy averaging 35% in the first year. At the two northern resorts, he hopes that increased activities by Muang Thai Life will double the occupancy rate to 60%. &#xD;
&lt;P&gt;After debt restructuring and clearing huge liabilities from the 1997 economic crisis, Mr Luxaman said Phatra Real Estate was now was focused on a business model patterned on His Majesty the King's sufficiency economy philosophy. &#xD;
&lt;P&gt;The aim, he said, was not so much to generate profit and revenue but to create a sustainable business that satisfied customers. ''The heart of property development is to wait for the right time, not to depend too much on borrowing and be confident of sufficient demand.''. &#xD;
&lt;P&gt;From now on, he added, Phatra would focus on the resort business in line with the policy of its majority shareholder. &#xD;
&lt;P&gt;''I have had enough with housing estate development because I had to put a lot of effort into starting all over whenever I planned new projects,'' he said, adding that finding land and forecasting market response were very difficult. &#xD;
&lt;P&gt;The resort business takes longer to break even but generates income more steadily for the long run, he said. &#xD;

      <description>&lt;![CDATA[ &lt;DIV&gt;Chinese government departments of tax and environment will try to work out a taxation plan to promote environmental protection in 2008 and the candidate plans are now under appraisal. &lt;BR&gt;&lt;BR&gt;The environment tax, one of the key taxation policies China plans to push forward this year, is going through careful study and appraisal by the Ministry of Finance, State Administration of Taxation and State Environmental Protection Administration. &lt;BR&gt;&lt;BR&gt;Two researchers with the Ministry of Finance Sun Gang and Xu Wen proposed three candidate plans of collecting environment tax in their report published in November of 2007, according to Beijing-based Caijing Magazine. &lt;BR&gt;&lt;BR&gt;Based on the principle of "pay according to profits", the firstplan suggests government collect tax from companies in accordance with how much they earn from the products which consume resources or pollute the environment, said Dr. Xu Wen. He said this kind of general taxation will be imposed on all the companies since almost all the products consume resources. &lt;BR&gt;&lt;BR&gt;According to the second plan, companies would pay tax according to how much pollutant they have discharged, said Xu, adding that the tax will target the discharge of sulfur or sulphide, carbon dioxide, sewage, solid waste and other forms of pollutant. &lt;BR&gt;&lt;BR&gt;He said that the third plan would ask consumers of potentially polluting products, such as fossil fuel, ozone-consuming commodities, fertilizer and pesticide, to pay tax. &lt;BR&gt;&lt;BR&gt;Meanwhile, the Ministry of Finance said it might be a more pressing task for them to raise the resource and consumption tax to give more consideration to environmental protection while expanding the current taxation system and adding new kinds of tax. &lt;BR&gt;&lt;BR&gt;Beside the plan for environment tax, the country has already adopted the law of environment protection and other regulations and is encouraging domestic companies to introduce more environment-friendly technology and production models, according to the SEPA-sponsored newspaper China Environment News. &lt;BR&gt;&lt;BR&gt;The public awareness of and participation in environment protection is also vital in this period of time, when China is trying to adopt a scientific and sustainable mode of development, the newspaper said. &lt;BR&gt;&lt;/DIV&gt;]]&gt;</description>

&lt;P&gt;BEIJING — Declaring war on the ‘‘white pollution’’ choking its cities, farms and waterways, China is banning free plastic shopping bags and calling for a return to the cloth bags of old — steps largely welcomed by merchants and shoppers on Wednesday. &#xD;
&lt;P&gt;The measure eliminates the flimsiest bags and forces stores to charge for others, making China the latest nation to target plastic bags in a bid to cut waste and conserve resources. &lt;/P&gt;&#xD;
&lt;P&gt;Beijing residents appeared to take the ban in stride, reflecting rising environmental consciousness and concern over skyrocketing oil prices. &lt;/P&gt;&#xD;
&lt;P&gt;‘‘If we can reduce waste and save resources, then it’s good both for us and the whole world,’’ said college student Xu Lixian, who was buying tangerines out of cardboard boxes at a sidewalk stall. &lt;/P&gt;&#xD;
&lt;P&gt;The ban takes effect June 1, barely two months before Beijing hosts the Summer Olympic Games, ahead of which it has been demolishing run-down neighborhoods and working to clear smog. &lt;P&gt;Under the new rules, businesses will be prohibited from manufacturing, selling or using bags less than 0.025 millimeters (0.00098 inches) thick, according to the order issued by the State Council, China’s Cabinet. The council’s orders constitute the highest level of administrative regulation and follow-through is carefully monitored. &lt;/P&gt;&#xD;
&lt;P&gt;More durable plastic bags still will be permitted for sale by markets and shops. &lt;/P&gt;&#xD;
&lt;P&gt;The regulation, dated Dec. 31 and posted on a government Web site Tuesday, called for ‘‘a return to cloth bags and shopping baskets to reduce the use of plastic bags.’’ &lt;/P&gt;&#xD;
&lt;P&gt;It also urged waste collectors to step up recycling efforts to reduce the amount of bags burned or buried. Finance authorities were told to consider tax measures to discourage plastic bag production and sale. &lt;/P&gt;&#xD;
&lt;P&gt;Internationally, legislation to discourage plastic bag use has been passed in parts of South Africa, Ireland and Taiwan, where authorities either tax shoppers who use them or impose fees on companies that distribute them. Bangladesh already bans them, as do at least 30 remote Alaskan villages. &lt;/P&gt;&#xD;
&lt;P&gt;Last year, San Francisco became the first U.S. city to ban petroleum-based plastic grocery bags. In France, supermarket chains have begun shying away from giving away plastic bags and German stores must pay a recycling fee if they wish to offer them. Ireland’s surcharge on bags imposed in 2003 has been credited with sharply reducing demand. &lt;/P&gt;&#xD;
&lt;P&gt;The elderly proprietor of a combined clothing shop and grocery shop, who gave only his surname, Wang, said the Chinese measure could reduce sales initially but would be beneficial in the long run. &lt;/P&gt;&#xD;
&lt;P&gt;‘‘It’s a bother, but these bags really do create a lot of pollution, so it should be a good thing,’’ said Wang. He said the measure would make little difference to his costs since he spends just 10 yuan ($1.35) a month on bags. &lt;/P&gt;&#xD;
&lt;P&gt;Xu, the college student, said the move showed China was serious about joining global efforts to stem environmental deterioration. ‘‘I think this really shows that China is being a responsible country,’’ said the 21-year-old. &lt;/P&gt;&#xD;
&lt;P&gt;Employees at larger supermarkets and convenience stores said they were unclear on the measure and did not know what their employers’ response would be. &lt;/P&gt;&#xD;
&lt;P&gt;The regulation comes as Beijing steps up efforts to fight pollution that has accompanied China’s breakneck economic growth. Factories and plants that churn out low-cost products for the world’s consumers have severely fouled the country’s air and water. &lt;/P&gt;&#xD;
&lt;P&gt;The order continues a years-old campaign against plastic waste, or ‘‘white pollution,’’ that initially targeted the plastic foam lunch boxes whose decaying shells were once ubiquitous in China. Shopkeepers started handing out cheap, flimsy plastic bags to customers about 15 years ago, roughly the same time that China shifted from being a net oil exporter to being a net importer. In recent years, large Western or Japanese-style supermarkets have begun to supplant traditional markets, eliminating the need for shoppers to bring their own bags. &lt;/P&gt;&#xD;
&lt;P&gt;‘‘Our country consumes a huge amount of plastic shopping bags each year,’’ the State Council said in a statement. &lt;/P&gt;&#xD;
&lt;P&gt;‘‘While plastic shopping bags provide convenience to consumers, this has caused a serious waste of energy and resources and environmental pollution because of excessive usage, inadequate recycling and other reasons,’’ the statement said. &lt;/P&gt;&#xD;
&lt;P&gt;Plastic shopping bags are given out with even the smallest items, although the statement gave no estimates as to the specific number of bags consumed in China or the potential savings in terms of the petroleum used to produce them. &lt;/P&gt;&#xD;
&lt;P&gt;In the United States, which has less than one-quarter of China’s 1.3 billion people, the Sierra Club’s Sierra magazine estimates almost 100 billion plastic bags are thrown out each year. The Sierra Club estimated that if every one of New York City’s 8 million people used one less grocery bag per year, it would reduce waste by about 5 million pounds. &lt;/P&gt;&#xD;
&lt;P&gt;In New York on Wednesday, the City Council was set to vote on a measure that would require large stores to recycle plastic bags. The environmental group Greenpeace issued a statement welcoming the Chinese ban. &lt;/P&gt;&#xD;
